ESEA Consolidated Monitoring Program

The Office of ESEA Title Programs, in accordance with Uniform Guidance, monitors local educational agency (LEA) subawards on an annual basis. The Office takes a consolidated approach in ensuring subawards are utilized in accordance with federal statutes, regulations, and the terms and conditions of the subaward.

Annually, the Office of ESEA Title Programs, conducts a risk assessment to ensure that risk variables and their associated weights reflect current risk that could lead to mismanagement or inefficiencies within the ESEA Title grant programs. Each LEA that is awarded Title funding is assigned a point value based upon these criteria and assigned a risk level of either high-risk, moderate-risk, or low-risk based on the total number of points assigned. The risk level assigned determines which LEAs are monitored. At minimum, those identified as high-risk will be monitored. Depending on capacity, those identified as moderate-risk may also be monitored. Both a District and Charter School risk assessment are conducted annually. The following ESEA Title Programs are part of the consolidated monitoring program:

  • Title I, Part A, Improving the Academic Achievement of the Disadvantaged,
  • Title I, Part D, Prevention and Intervention Programs for Children and Youth who are Neglected, Delinquent, or At-Risk, 
  • Title II, Part A, Preparing, Training, and Recruiting High-Quality Teachers, Principals, and Other School Leaders,
  • Title III, Part A, Language Instruction for English Learners and Immigrant Students, 
  • Title IV, Part A, Student Support and Academic Enrichment, 
  • Title IV, Part B, Nita M. Lowey 21st Century Community Learning Centers (21st CCLC), 
  • Title V, Part B, Subpart I, Rural Education Initiative, Subpart II, Rural and Low-Income School Program (RLIS), and
  • Title IX, Part A, Education for the Homeless and Other Laws (McKinney Vento)

Risk Assessment 

The Office of ESEA Title Programs annually conducts a risk assessment to evaluate the risk associated with the management and use of LEA subaward funding for the above programs. The risk assessment process emphasizes accountability and transparency for using resources wisely and focuses on the results of the LEAs implementation of applicable laws and regulations. Variables and their associated weight will vary on a fiscal basis depending on relevance, available data, and prior year findings. Consolidated Monitoring

As a result of the risk assessment, a consolidated monitoring visit will be conducted either in-person or via desktop monitoring. All LEAs identified as high-risk will be monitored across all ESEA Title Programs that they are a sub awardee of (i.e., if the LEA is not a subrecipient of Title III funds, then no Title III employee will attend the monitoring visit and those variables will be excluded from review).
