The preschool special education students who receive only an hour or two of services, and who do not
receive instruction, are not reported on state attendance reports. They will need SASIDs, however,
because they are in the SPEDIS database and all SPEDIS students now need to have SASIDs assigned.
They will keep these SASIDs throughout their school years.
