For EOY submissions, do we submit (create the columns for) only the elements that are required or do
we need to create columns for all the elements?

Answer:

You should have a column for every field in a submission (including both 'not used' fields and fields not
required). We have a standard format for the EOY Enrollment and BOY submissions, so both these
submissions have the same columns. Although some columns are not used/required in one of the
submissions.
